WCHAR reports are often requested by highways authorities, including National Highways and local highways authorities, in relation to highway schemes on the strategic and local highway network.

What is a Walking, Cycling & Horse-Riding Assessment & Review (WCHAR)? 

A Walking, Cycling & Horse-Riding Assessment & Review provides an evidence-based assessment of the potential needs of non-motorised users. It ensures they are fully considered as part of the design process.
The report is a key consideration in the design of new junctions to serve development. It is used as a supporting document within planning applications alongside Transport Assessments, Travel Plans and Road Safety Audits.
The reports supersede former guidance relating to Non-Motorised User Audits. As the Government seeks to encourage walking, cycling & horse-riding through national and local policies and plans, the WCHAR process is a key tool in doing this.
